Guidingthought.民共和国消费者权益保护法、防范和处置非法集资条例、养老机构管理办法和国务院办公厅关于推进养老服务发展的意见（国办发（2019）5号）、国务院办公厅关于建立健全养老服务综合监管制度促进养老服务高质量发展的意见（国办发（2020）48号）等法律法规和国家有关规定，现就加强养老机构预收费监管提出如下意见。一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大精神，深入落实中央金融工作会议部署,完整、准确、全面贯彻新发展理念，服务加快构建新发展格局，坚持以人民为中心，更好统筹发展和安全，加强养老机构预收费收取、管理、使用、UndertheguidanceoftheXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe20thCPCNationalCongressandtheCentralFinancialWorkConferenceshallbecomprehensivelyimplemented,thedeploymentoftheCentralFinancialWorkConferenceshallbeimplementedinanin-depthmanner,thenewdevelopmentconceptshallbeimplementedinacomplete,accurateandcomprehensivemanner,acceleratingtheconstructionofanewdevelopmentpatternshallbeserved,
