SU1.TANATEOFOMANROYA1.OMANPO1.ICE1.AWOFWEAPONSANDMUNITIONSINTRODUCTORYCHAPTERArticle(1):Inapplicationofprovisionsofthislawthefollowingwordsandexpressions,unlessthetextsoprovides,shallbearthemeaningagainsteach.1. Weapons:Theweaponsmeantforfirearms,theirammunition,bombsandinstrumentsdesignedbynaturetoinflictharmuponpersons.Alsothatincludestoolsandmachinerythatrepresentdangertogeneralsafety,ortobeusedinwar,especiallythosecontainedinthethreeattachedlistsandeverytoolthatiscategorizedasweaponbytheInspectorgeneralROPandCustoms.2. Firearms:Thefirearmsarethelethalweaponsfittedwithbarrelsofwhatsoeverdescription,thatcanfirebulletsorprojectilesandspeciallytheweaponswithsmoothorgroovedinsideofthebarrel.Includedwithinthisdefinitionaretheautomaticfiringweaponsreferredtointhesecondandthirdlistsattachedtothislaw,machinegunsandsubmachinegunswithrelevantammunitionsandmainparts,unlessthetextmeansotherwise.3. Canons:Thisisabiggunwithlargesizemunitionsthatcausehugedamages.4. Machinegun:Thisisafirearmwithsustainedautomaticfirethatcausesmuchdamagemorethanofpistolsandrifles.5. Submachinegun:Thisisafirearmthatlookslikeriflethatyieldshighrateoffireautomatically.6. Whiteweapons:Thesearemeantforanytooldesignedbynaturetoinflictharmonpeopleorcanposethreatonthegeneralsafetythataredetailedinlist(1)attachedhereinunlesscomprisedwithinOmaninationaldress.7. Munitions:Thismeansanyammunitionsdesignedforusebyanyfirearmthatincludegunpowder,bulletandcapsulewithanyothermaterialpreparedforloadingarmsortobefiredfromit.Thisdefinitionalsoincludesanysubstancethatcontainsorgeneratesharmfulgasorliquiddeliveredbyafirearmorhandgrenadesorsimilarprojectileswhetherpreparedforusebyafirearmorotherwise.8. Majorcomponentsoffirearms:Thesearepartsofweaponswhichalthoughnotusefulifusedseparatelyasfirearm,buttheyaremainfactorstomaketheweaponafirearmlikethebarrel,bolt,boltgroupandcompartment.Partsthatarenotconsideredasmajorcomponentsincludetherifleorpistosmuzzleorthebuttforeachofthem.Article(2):Theprovisionsofthisarticlearenotapplicabletothefollowing:a. Thestate1sweaponsinthecustodyofSAF,ROPandotherSecurityagenciesinaccordancewithapplicableandrelevantlawsandregulations.b. MembersofmarksmanshipandorganizationslicensedtouseweaponsfortrainingpurposeswithintheplacesdeterminedbyInspectorGeneralROPandCustoms.c. Weaponslicensedfortradingorrepairsifpossessedbythevendororanyofstaffintheworkplace.d. Signalweaponswiththeirammunitionsifonboardships,aircraftsorairportsorseaportsaspartsoftheequipmentintheship,aircraft,airportorseaport.e. ThefireworkscoveredbytheRoyalDecreenumber28/77.Article(3):Itisprohibited,unlessapprovedbyInspectorGeneralROPandCustomsorwhomheeverauthorizes,toacquiretheweaponslistedinschedules(1,2and3)attachedtothislaw.TheInspectorGeneralROPandCustomsiseligible,throughadeterminationissuedbyhimtoamendsuchlistswhetherbyadditionordeletionandinnowayitshallbepermissibletoacquireorbelicensedtopossessthefollowing:a)Machinegunsandguns,andheavyorlightmachineguns,b)Silencersandsightsfittedtofirearms.Article(4):Tobeexemptedfromthelicense'sprovisionsreferredtointhepreviousarticle,theweaponsthatarekeptaspartofcultureoracquiredasornamentsinsidehousesafterbeingdeterminedbytheInspectorGeneralROPandCustoms.Article(5):Withconsiderationtotheprovisionsofarticle(3)ofthislaw,itispermissiblethrougharrangementsbytheInspectorGeneralROPandCustomstoissuelicenseforacquiringfirearmsincludedwithinlists(2and3)subjectthatnumberoflicensedpiecesshallnotexceedthreeinaccordancewiththefollowingcriteria:a) Theconditionsforweapons1licensingareincludedinthelistnumber(2).1. TheapplicanttobeofOmaninationality.2. Agenotlessthan52years.3. MedicallyfittocarrytheweaponasconditionsofmedicalfitnessandevidencethereofshallbeissuedbytheInspectorGeneralROPandCustomsincoordinationwithMinistryofHealth.4. Freeofmentalorpsychologicaldiseasesubjectthatapplicantshallpresentcertificatefromagovernmentallicenseddoctorifnecessary.b) Theconditionsforweapons1licensingareincludedinthelistnumber(3).1. TheapplicanttobeofOmaninationality.2. Agenotlessthan52years.3. MedicallyfittocarrytheweaponasconditionsofmedicalfitnessandevidencethereofshallbeissuedbytheInspectorGeneralROPandCustomsincoordinationwithMinistryofHealth.4. Passanexaminationin(safetyprecautionsandhandlingofweapons)whichconditionsaretobedeterminedbytheInspectorGeneralROPandCustoms.5. Tobeofgoodconductandwellmannered.6. Shallnotbeconvictedinacrimeormisdemeanorwhereusedaweaponorcarryingaweaponascommittingsuchcrimeormisdemeanor.7. ShallnotbeconvictedinanycrimefallingundercategoryofthecrimespertainingtonationalorstatesecuritywithinOmanicriminallaw.Article(6):Thenatureoflicensingispersonal,asitisnotpermissibletodeliverthelicensedweapontoothersbeforebeingpermittedtodosoaccordingtoarticle(5)ofthislaw.ItispermissiblebyadeterminationfromtheInspectorGeneralROPandCustomsissueoffirearmslicenseforclubsandorganizationsthatactivitiesnecessitateusingfirearms,subjectthatsuchweaponsandammunitionsshallbeunder
