Guidingthought.UndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra,thespiritofthe19thCPCNationalCongressandallthePlenarySessionsofthe19thCPCCentralCommitteeshallbecomprehensivelyimplemented,thegeneraltoneofmakingprogresswhilemaintainingstabilityshallbeadheredto,thenewdevelopmentconceptshallbeimplementedinacomplete,accurateandcomprehensivemanner,theconstructionofanewdevelopmentpatternshallbeaccelerated,reformandopeningupshallbecomprehensivelydeepened,innovation-driven广州南沙深化面向世界的粤港澳全面合作总体方案加快广州南沙粤港澳重大合作平台建设，是贯彻落实粤港澳大湾区发展规划纲要的战略部署，是建设高水平对外开放门户、推动创新发展、打造优质生活圈的重要举措。为加快推动广州南沙深化粤港澳全面合作，打造成为立足湾区、协同港澳、面向世界的重大战略性平台，在粤港澳大湾区建设中更好发挥引领带动作用，制定本方案。一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大和十九届历次全会精神，坚持稳中求进工作总基调，完整、准确、全面贯彻新发展理念，加快构建新发展格局，全面深化改革开放，坚持创新驱动发展，推动高质量发展，坚持以供给侧结构性改革为主线，坚定不移贯彻“一国两制”方针，深化粤港澳互利共赢合作，厚植历史文化底蕴，加快建设科技创新产业合作基地、青年创业就业合作平台、高水平对外开放门户、规则衔接机制对接高地和高质量城市发展标 杆，将南沙打造成为香港、澳门更好融入国家发展大局的 重要载体和有力支撑。（二）空间布局。本方案实施范围为广州市南沙区 全域，总面积约803平方公里。按照以点带面、循序渐进 的建设时序，以中国（广东）自由贸易试验区南沙片区的 南沙湾、庆盛枢纽、南沙枢纽3个区块作为先行启动区， 总面积约23平方公里。充分发挥上述区域依托交通枢纽快 捷通达香港的优势，加快形成连片开发态势和集聚发展效 应，有力带动南沙全域发展，逐步构建“枢纽带动、多点 支撑、整体协同”的发展态势。developmentshallbeadheredto,high-qualitydevelopmentshallbepromoted,thesupply-sidestructuralreformshallbeadheredtoasthemainline,theprincipleof44onecountry,twosystems“shallbeimplementedunswervingly,themutuallybeneficialandwin-wincooperationamongGuangdong,HongKongandMacaoshallbedeepened,historicalandculturalheritageshallbecultivated,theconstructionofascienceandtechnologyinnovationandindustrycooperationbase,ayouthbusinessstart-upandemploymentcooperationplatform,ahigh-levelgatewayforopening-up,andaregulatorycoherencemechanismshallbeacceleratedtoconnectthehighlandsandhigh-qualityurbandevelopmentbenchmarks,andturnNanshaintoanimportantcarrierandapowerfulsupportforHongKongandMacaotobemoreeffectivelyintegratedintotheoveralldevelopmentsituationofthestate.2.
