Guiding ideology.全面贯彻党的十八大和十八届 三中、四中、五中、六中全会精 神，深入贯彻习近平总书记系列重 要讲话精神和治国理政新理念新思 想新战略，认真落实党中央、国务 院决策部署，统筹推进“五位一 体”总体布局和协调推进“四个全 面”战略布局，牢固树立和贯彻落 实创新、协调、绿色、开放、共享 的发展理念，从国有企业实际情况 出发，以建立健全产权清晰、权贵 明确、政企分开、管理科学的现代 企业制度为方向，积极适应国有企 业改革的新形势新要求，坚持党的 领导、加强党的建设，完善体制机 制，依法规范权责，根据功能分Itisimperativetocomprehensivelyimplementtheguidelinesofthe18thNationalCongressoftheCommunistPartyofChina(CPC)andtheThird,theFourth,theFifth,andtheSixthPlenarySessionsofthe18thCPCCentralCommittee,tothoroughlycarryouttheguidelinesoftheseriesofimportantspeechesbyGeneralSecretaryXiJinpingandhisnewideas,newthinking,andnewstrategiesforgoverningthecountryandrunningtheadministration,todiligentlyimplementthedecisionsanddeploymentsoftheCPCCentralCommitteeandtheStateCouncil,topromotetheTive-spheredintegratedplan1'overalllayoutandimpelthefour-prongedcomprehensivestrategyinacoordinatedmanner,tokeepfirmlyinmindandputintopracticethephilosophyofinnovative,coordinated,green,open,andshareddevelopment.Inlightoftheactualconditionsofstate-ownedenterprises,orientedbyestablishingandperfectinganmodernenterprisesystemfeaturedbyclearpropertyrights,definiterightsandresponsibilities,separationofgovernmentfromenterprisesandscientificmanagement,itisnecessarytoactivelyadapttothenewsituationandnewrequirementsofstate-ownedenterprisereform,toadheretotheleadershipoftheCPC,tostrengthenthebuildingoftheCPC,toimprovesystemsandmechanisms,tostandardizerightsandresponsibilitiesinaccordancewiththelaw,tomakeclassificationbyfunctionandtograspthekeypoints,soastofurtherperfectthecorporategovernancestructureofstate-ownedenterprisesfeaturedbyproperperformanceoffunctionsand、,W4人八,“duties,coordinatedoperationandeffectivebalance.类,把握重点，进一步健全各司其职、各负其责、协调运转、有效制衡的国有企业法人治理结构。（二）基本原贝L2.
