EOeE>>YO<IANY½2666>>W1ANY½2£°Feb25,2022MyfellowKoreansandsevenmi1Iionfellowcompatriotsoverseas,AsItakeofficeasthel8th-termPresidentoftheRepublicofKorea,IStandbeforeyoutodaydeterminedtoopenaneweraofhope.IamprofoundlygratefultotheKoreanpeopleforentrustingthishistoricmissiontome.IalSothankPresidentLeeMyung-bak,formerPresidents,Clignitarieswhohavecomefromabroadtocelebratethisoccasion,andotherdistinguiShedguestsfortheIrpresence.sPresidentoftheRepublicofKorea,Iwi111iveuptothewiIlofthepeoplebyachievingeconomierejuvenation,tHehappinessofthepeopIe,andthefIourishingofourculture.IwilldomyutmosttobuildingaRepublicofKoreathatisprosperousandwherehappinessIsfeltbyal!Koreans.Fellowcitizens,TheRepublicofKoreaasweknowittodayhasbeenbuiltontheblood,toil,andsweatofthepeople.WehavewrittenanewhistoryofextraordinaryachievementcombiningindustrialiZationanddemocratiZationbasedontheunwaveringjocandoj+Spiritofourpeopleandmatchingresolve.TheKoreansagathatisoftenreferredtoasthei°MiraCIeontheHanRiverj+WaswrittenontheheelsofourcitizenswhoworkedtirelesslyintheminesofGermany,InthetorriddesertsoftheMiddleEast,infactoriesandlaboratorieswherethelightSwereneverturnedoff,andinthefreezingfrontIinessafeguardingournationaldefense.ThismiraclewasonlypossibleduetotheoutstandingcaliberofourpeopleandtheirunstintingdevotiontobothfamiIyandcountry.IpaymyheartfelttributetoallfellowKoreanswhohavemadetheRepubliCofKoreawhatitistoday.ThroughoutthevortexofourturbulentcontemporaryhistorywealwaYsprevailedovercountlesshardshipsandadversities.Today,WeareconfrontedanewwithaglobaleconomiccrisisandoutstandingsecuritychalIengessuchasNorthKoreaiSnuclearthreat.Atthesametime,Capitalismconfrontsnewchallengesintheaftermathoftheglobalfinancialcrisis.ThetaskswefacetodayareunlikeanyWehaveconfrontedbefore.AndtheycanonlybeovercomebychartinganeWpathwaybyourselves.Forginganewpathisseldomaneasytask.ButlhavefaithintheKoreanpeople.IbelieveintheirresilienceandthepotentialofourdynamicnationAndsoIpledgetoembarkonthemakingofai°SecondMiracleontheHanRiverj÷premisedonaneweraofhopehand-i11-handwiththeKoreanpeople.IwillusherinaneweraofhopewherebythehappinessofeachcitizenbecomesthebedrockofournationjSstrengthwhichinturnissharedbyandbenefitsal!Koreans.EconomicRevivalMyfellowcountrymen,Today,IwouldliketoproposeanewwayforwardfosteredonamutuallyreinforcingcycIeofnatIonaladvancementandthehappinessofourpeopie.Thenewadministrationwillusherinaneweraofhopepremisedonarevitalizingeconomy,thehappinessofourpeople,andtheblossomingofourculture.Tobeginwith,economicrevitalizationiSgoingtobepropelIedbyacreatiVeeconomyandeconomicdemocratization.Acrosstheworld,wearewitnessinganeconomicparadigmshift.AcreativeeconomyisdefinedbytheconvergenceofscienceandtechnOlogywithindustry,thefUsionofculturewithindustry,andtheblossOmingofcreativityintheverybordersthatwereoncepermeatedbybarriers.Itisaboutgoingbeyondtherudimentaryexpansionofexistingmarkets,andcreatingnewmarketsandnewjobsbybuiIdingonthebedrockofconvergence.AttheveryheartofacreativeeconomyliesciencetechnologyandtheITindustry,areasthatIhaveearmarkedaskeypriorities.Iwillraiseourscienceandtechnologytoworld-Classlevels.AndacreatiVeeconomywiIlbebroughttofFuitionbyapplyingtheresuItsofsUchendeavorsacrosstheboard.ThenewadministrationiSMinistryofFuturePlanningandSciencewiIlbetaskedtoleadtheemergenceofacreatiVeeconomyintandemwiththisnewparadigm.Peoplearethenucleusofacreativeeconomy.WeliveinanagewhereasingleindiVidualcanraiSethevalueofanentirenationandevenhelpinrescuingtheeconomy.NewopportunitiestoservetheircountrywillbeopenedtonumeroustalentedKoreansthrivingacrosstheglobalvillage.AndtothosewhoareequalIyenabledatthehomefront,effortswiIlbeenhancedtoalIowthemtobecomeconvergenceleadersimbuedwithereatIvityandpassionaspiIlarsofafutureKorea.Inorderforacreativeeconomytotrulyblossom,economicdemocratiZationmustbeachieved.Ibelievestronglythatonlywhenafairmarketisfirmlyinplace,caneveryonedreamofabetterfutureandworktotheirfuIlestpotential.Oneofmycriticaleconomicgoalsistoensurethatanyonethatworkshardcanstandontheirowntwofeetandwhere,throughthesupportofpoliCiesdesignedtostrengthensmallandmedium-Sizedenterprises,suchbusinessescanprosperalongsideIargecompanies.ByrootingoutvariousunfairpracticesandrectifyingthemisguidedhabitsofIhepastwhichhavefrustratedsmalIbusinessownersandsmaIlandmedium-Sizedenterprises,WewillprovideactivesupporttoensUrethateveryonecanliveuptotheirfullestpotential,regardlessofWheretheyworkorwhattheydoforaliving.ItispreciselywhenthemajorplayersinoureconomycometogetherasOneandpooltheirstrengthsthatwecanbringhappinesstothepeopleandenhanceournatio11iScompetitiveness.Itisonthisfoundationthatlwillbreathenewenergyintooureconomyandrealizeaj°SecondMiracleontheHanRiveri÷IhatculminatesinIhehappinessoftheKoreanpeople.HappinessofthePeopleFellowKoreans,Nomatterhowmuchthecountryadvances,SuchgainswouldbemeaninglessiftheIiVesofthepeopleremainedinsecure.Agenuineeraofhappinessisonlypossiblewhenwearenitcl
