9、ntofComputingPowerInfrastructure算力基础设施高质量发展行动计划算力是集信息计算力、网络运 载力、数据存储力于一体的新 型生产力，主要通过算力基础 设施向社会提供服务。算力基 础设施是新型信息基础设施的 重要组成部分，呈现多元泛 在、智能敏捷、安全可靠、绿 色低碳等特征，对于助推产业 转型升级、赋能科技创新进 步、满足人民美好生活需要和 实现社会高效能治理具有重要 意义。为加强计算、网络、存 储和应用协同创新，推进算力 基础设施高质量发展，充分发 挥算力对数字经济的驱动作 用，制定本行动计划。总体要求（一）指导思想以习近平新时代中国特色社会 主义思想为指导，全面贯

10、彻党 的二十大精神，立足新发展阶 段，完整、准确、全面贯彻新 发展理念，加快构建新发展格 局，着力推动高质量发展。以 构建现代化基础设施体系为目 标，面向经济社会发展和国家 重大战略需求，稳步提升算力Computingpowerisanewinputenhancingproductivitythatintegratesinformationcomputingpower,networkbandwidth,anddatastoragecapacityandismadeavailabletothepublicintheformofservicesthroughcomputingpowerinfras

11、tructure.Computinginfrastructureisanimportantpartofnewinformationinfrastructurecharacterizedasdiverse,ubiquitous,intelligent,agile,secure,reliable,green,andlowincarbonemission.Itisimportantforpromotingindustrialtransformationandupgrading,enablingscientificandtechnologicalinnovationandadvances,meetin

12、gpeoplesneedsforabetterlife,andhigh-efficiencysocialgovernance.ThisActionPlanisformulatedforthepurposesstrengtheningcollaborativeinnovationincomputing,networks,storage,andapplications,promotinghigh-qualitydevelopmentofcomputingpowerinfrastructure,andmaximizingtheroleofcomputingpowerasadrivingforceof

13、thedigitaleconomy.I.Generalrequirements1. GuidingideologyWewillfollowtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,fullyimplementtheguidingprinciplesofthe20thCPCNationalCongress,groundourworkinthenewstageofdevelopment,fullyandfaithfullyapplythenewdevelopmentphilosophyo
