11、eop1.esBankofChinaJu1.y2,20242024年7月2日深圳市创业担保贷款管理办法第一章总则第一条为进一步促进和规范创业担保贷款工作，加大对初创企业和小微企业的融资支持力度，促进创业带动就业，根据财政部关于印发普惠金融发展专项资金管理办法的通知（财金（2023）75号）、关于印发广东省人力资源和社会保障厅广东省财政厅广东省地方金融监督管理局中国人民银行广州分行关于创业担保贷款担保基金和贴息资金管理办法（修订稿）的通知（黑人社规（2022）25号）、深圳市人民政府关于印发深圳市进一步稳定和促进就业若干政策措施的通知（深府规（2020）5号）有关规定，结合我市实际，制定本办法。

16、oymentthroughbusinessstartups.第二条本办法所称创业担保贷款，是指以符合规定条件的创业者个人或者小徽企业为借款人，由创业担保贷款担保基金或政府性融资担保机构提供担保，由经办银行发放，由创业担保贷款贴息资金给予贴息，用于支持个人创业或小微企业吸纳就业的贷款业务。创业担保贷款免收借款人担保费。Artic1.e2ForthepurposesoftheseMeasures,guaranteed1.oansforbusinessstartupsmeansthe1.oanbusinessinwhichborrowersarequa1.ifiedindividua1.entrepreneursormicroandsma1.1.enterprises,guaranteeis
