13、总体要求以习近平新时代中国特色社会主义思想为指导，认真落实中央经济工作会议和中央财经委员会第四次会议部署，完整、准确、全面贯彻新发展理念，统筹扩大内需和深化供给侧结构性改革，坚持统筹联动、市场为主，立足各地交通运输发展实际和能源资源禀赋，实施城市公交车电动化替代、老旧营运柴油货车淘汰更新、老旧营运船舶报废更新、老旧机车淘汰更新、邮政快递老旧设备替代、物流设施设备更新改造、标准提升七大行动，大力促进先进设备和北斗终端应用，促进交通能源动力系统清洁化、低碳化、高效化发展，有序推进行业绿色低碳转型。到2028年，船加运力结构得到有效改善；新能源公交车辆推广应用持续推进；重点区域老旧机车基本淘汰，实现
