ItisessentialtofollowtheguidanceofXiJinpingThought二、要坚持以习近平新时代中国特色社会主义思想为onSocialismwithChineseCharacteristicsforaNewEra,thoroughlyapplytheguidingprincipleso

5、fthe20thCPCNationalCongress,implementtheoverallstrategyoftheCPCtosolvetheTaiwanquestioninthenewera,baseeffortsonthenewstageofdevelopment,fully,accurately,andcomprehensivelyadoptanewvisionfordevelopment,createanewdevelopmentstructure,andfacilitatehigh-qualitydevelopment.BuildingonthefoundationofDongg

6、uansexchangesandcooperationwithTaiwanandtheresourceendowmentoftheGuangdong-HongKong-MacaoGreaterBayArea,withafocusonscientificandtechnologicalinnovationandadvancedmanufacturing,effortsshallbemadetoopenupfactorsandinstitutions,ensurethatTaiwancompatriotsandenterprisesplayanactiveroleindevelopingamode

7、mindustrialsystem,implementingtheinnovation-drivendevelopmentstrategy,establishingnewinstitutionsoftheopeneconomy,enhancingcross-Straitsexchangesandcooperation,andpromotingChineseculture,andcontinuetoexplorenewmodelsandoptimizethedevelopmentenvironmentofTaiwancompatriotsandenterprises.Anendeavorshal

8、lbemadetobuildanewengineIbrtheinnovativedevelopmentofindustriesonbothsidesoftheStraits,anewmodelofscientificandtechnologicalinnovationcooperation,anewhubforpeople-to-peopleexchanges,andanewplatformforexchangesandcooperationbetweenthetwosidesoftheStraits,HongKong,andMacao.Taiwancompatriotsandenterpri

9、sesshallbeguidedinjoiningtheefforttobuildamodernindustrialsystem,across-Straitscommonmarket,andabelterhomeforcross-Straitsexchangesandfurthercontributingtoenhancingcross-Straitsintegrateddevelopmentandforgingcloserbondsofheartandmindbetweenpeopleonbothsides.指导，深入贯彻党的二十大精神，落实新时代党解决台湾问题的总体方略，立足新发展阶段，完

10、整、准确、全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，立足东莞对台交流合作基础和粤港澳大湾区资源禀赋，聚焦科技创新和先进制造，深入推进要素开放和制度开放，充分发挥台胞台企在建设现代化产业体系、实施创新驱动发展战略、构建开放型经济新体制、深化两岸交流合作、共同弘扬中华文化等方面的积极作用，不断探索新模式、优化台胞台企发展环境，努力打造两岸产业创新发展的新引擎、科技创新合作的新高地、社会人文交流的新枢纽、海峡两岸暨港澳地区交流合作的新平台，引导台胞台企携手建设现代化产业体系、打造两岸共同市场、共建两岸交流合作美好家园，为深化两岸融合发展、促进两岸同胞心灵契合等作出更加积极的贡献。I

TheNationalDevelopmentandReformCommissionandtheTaiwanAffairsOfficeoftheStateCouncilshall,inconjunctionwithrelevantauthoritiesandentitiesandthePeoplesGovernmentofGuangdongProvince,relyingonexistingrelevantworkingmechanisms,providecoordinationandguidanceforDongguantoenhancecross-Straitsinnovatived

12、evelopmentcooperation,workoutsolutionstotheproblemsencounteredintheimplementationoftheDongguanMasterPlanforEnhancingCross-StraitsInnovativeDevelopmentCooperation,exploremethodsforenhancingcross-Straitsinnovativedevelopmentcooperation,promotecross-Straitseconomicandculturalexchangesandcooperation,boo

13、stcross-Straitsintegrateddevelopment,andpromptlysummarizepracticesforotherregionstoenhancecross-Straitsinnovativedevelopmentcooperation.MajormattersshallbepromptlyreportedtotheCPCCentralCommitteeandtheStateCouncil.StateCouncil三、国家发展改革委、国务院台办要会同有关部门和单位与广东省人民政府，依托现有相关工作机制，对东莞深化两岸创新发展合作加强协调指导，研究解决东莞深化两岸创新发展合作总体方案实施中遇到的问题，探索深化两岸创新发展合作有效路径，促进两岸经济文化交流合作，深化两岸融合发展，及时总结推广经验做法，带动其他地区提升对台创新发展合作水平。重大事项及时向党中央、国务院报告。国务院2023年9月2日September2,2023
