5、动绿色低碳高质量发展的意见（国发（2022）18号）各省、自治区、直辖市人民政府，国务院各部委、各直属机构：山东是我国重要的工业基地和北方地区经济发展的战略支点。为支持山东在深化新旧动能转换基础上，着力探索转型发展之路，进一步增强区域发展活力动力，加快推动绿色低碳高质量发展，现提出如下意见。I.Generalrequirements1. 10、（一）指导思想。以习近平新时代中国特色社会主义思想为指导，深入落实习近平总书记关于山东工作”走在前列、全面开创”的重要指示精神，坚持稳中求进工作总基调，完整、准确、全面贯彻新发展理念，坚持以人民为中心的发展思想，坚定不移走生态优先、绿色发展的现代化道路，以深化新旧动能转换为中心任务，以形成绿色低碳生产生活方式为主攻方向，以改革创新为根本动力，统筹发展和安全，改造提升传统动能和培育壮大新动能并举，努力建设绿色低碳高质量发展先行区，努力在服务和融入新发展格局上走在前、在增强经济社会发展创新力上走在前、在推动黄河流域生态保护和高质量发展上走在前，不断改善人民生活、促进共同富裕，开创新时代社会主义现代
