8、ternationaleconomicandtraderulesinseveralkeyfieldsineligiblepilotfreetradezonesandtheHainanFreeTradePort,findingabalancebetweendevelopmentandsecurity,andbuildingtheinstitutionalsystemandsupervisionmodelinlinewithhigh-levelinstitutionalopeningup,thefollowingmeasuresareherebyoffered.I.Promotingtheinno

9、vativedevelopmentoftradeingoods2023年6月1日（此件有删减）关于在有条件的自由贸易试验区和自由贸易港试点对接国际高标准推进制度型开放的若干措施推进高水平对外开放，实施自由贸易试验区提升战略，加快建设海南自由贸易港，稳步扩大规则、规制、管理、标准等制度型开放，是贯彻落实习近平新时代中国特色社会主义思想的重大举措，是党的二十大部署的重要任务。为更好服务加快构建新发展格局，着力推动高质量发展，在有条件的自由贸易试验区和自由贸易港聚焦若干重点领域试点对接国际高标准经贸规则，统筹开放和安全，构建与高水平制度型开放相衔接的制度体系和监管模式，现提出如下措施。一、推动货物贸

10、易创新发展1. Pilotareasshallbesupportedinconductingthepilotprogramofimportsofre-remanufacturedgoodsinkeyindustries.RelevantimportedproductsnotsubjecttoChinasrelevantmeasuresforprohibitingorrestrictingimportsofusedproductsshallmeetallapplicabletechnicalrequirements(includingbutnotlimitedtoqualitycharacter

11、istics,safetyandenvironmentalprotectionperformance,andotheraspects)ofthestateforequivalentnewproductsandrelevantregulationsonremanufacturedproducts,andbemarkedwiththewords4rcmanufacturedproductsinconspicuouspositions.Pilotareasshallputforwardpilotplansinlightoftheirownactualcircumstances,andclarifyt

12、helistsofrelevantimportedproductsandapplicablespecificstandards,requirements,conformityassessmentproceduresandregulatorymeasures;andrelevantdepartmentsShalljointlystudyandmakedecisionswithinsixmonthsafterreceivingthepilotplans.Relevantdepartmentsandlocalitiesshallstrengthenthesupervision,managementa

13、ndinspectionofremanufacturedproducts,andstrictlypreventtheimportofforeigngarbageorusedproductsinthenameofremanufacturedproducts.(Scopeofapplication:Shanghai,Guangdong,Tianjin,Fujian,China(Beijing)PilotFreeTradeZone,andHainanFreeTradePort.ThescopeofapplicationofIhefollowingmeasures,excludingthosemark

14、edasapplicabletospecificpilotareas,isthesameasabove.)2. Aircraftandvessels(includingrelevantpartsandcomponents)re-transportedintopilotareasafterleavingChinatemporarilyforrepairshallbeexemptfromcustomsduties,nomatterwhethertheyarevalue-addedproductsornot.Theaforementionedaircraft”meanstheaircraftoper

15、atedby1. 支持试点地区开展重点行业再制造产品进口试点。相关进口产品不适用我国禁止或限制旧品进口的相关措施，但应符合国家对同等新品的全部适用技术要求（包括但不限于质量特性、安全环保性能等方面）和再制造产品有关规定，并在显著位置标注“再制造产品”字样。试点地区根据自身实际提出试点方案，明确相关进口产品清单及适用的具体标准、要求、合格评定程序和监管措施；有关部门应在收到试点方案后6个月内共同研究作出决定。有关部门和地方对再制造产品加强监督、管理和检验，严防以再制造产品的名义进口洋垃圾和旧品。（适用范围：上海、广东、天津、福建、北京自由贸易试验区和海南自由贸易港，以下除标注适用于特定试点地区的

16、措施外，适用范围同上）2. 对暂时出境修理后复运进入试点地区的航空器、船舶（含相关零部件），无论其是否增值，免征关税。上述航空器指以试点地区为主营运基地的航空企业所运营的航空器，船舶指在试点地区注册登记并具有独立法人资格的船aviationenterpriseswhichtakepilotareasasthemainoperatingbases,and“vesselsmeansthevesselsoperatedbytheshippingcompaniesregisteredinpilotareasandwithindependentlegalpersonstatusandwhoseportsofregistryareportswithinpilotareas.(Scopeofapplication:HainanFreeTradePort)3.
