5、文件归档和电子档案管理办法已经国务院同意，现印发给你们，请结合实际认真贯彻执行。各地区各部门要深入贯彻落实党中央、国务院关于加强数字政府建设、深化政务服务的决策部署，认真做好政务服CommitteeandtheStateCouncilonstrengtheningthebuilding务电子文件归档和电子档案管理工作，推动各行业各领域ofdigitalgovernmentanddeepeninggovernmentservices,conscientiouslyconductthearchivingofelectronicdocumentsonandthemanagementofelectro

7、tionofenterprisesandthegeneralpublic.GeneralOfficeoftheStateCouncilJuly30,2023MeasuresfortheArchivingofElectronicDocumentsonandtheManagementofElectronicArchivesofGovernmentServicesArticle 1 TheseMeasuresaredevelopedinaccordancewiththeArchivesLawofthePeoplesRepublicofChina,theSeveralProvisionsoftheSt

8、ateCouncilonOnlineGovernmentServices,andotherlawsandregulationsforthepurposesofpromotingandregulatingthearchivingofelectronicdocumentsonandthemanagementofelectronicarchivesofgovernmentservices.Article 2 TheseMeasuresshallapplytothearchivingofelectronicdocumentsonandthemanagementofelectronic政务服务电子文件从

9、形成办理到归档管理全流程电子化管理，有力支撑政务服务“一网通办”，不断提升企业和群众的获得感和满意度。国务院办公厅2023年7月30日政务服务电子文件归档和电子档案管理办法第一条为了推进和规范政务服务电子文件归档和电子档案管理工作，根据中华人民共和国档案法、国务院关于在线政务服务的若干规定等法律法规，制定本办法。第二条本办法适用于政务服务机构开展的政务服务电子文件归档和电子档案管理工作。行政处罚、行政检查等电子文件归档和电子档案管理工作可参照执行。archivesofgovernmentse,icescarriedoutbygovernmentserviceagencies.Thearchiv

11、统。ForthepurposeoftheseMeasures,thetermgovernmentserviceagencymeansanadministrativeorganoranyotheragencyresponsibleforprovidinggovernmentservices.44Govemmentservices“meanstheservicesprovidedbygovernmentserviceagenciesinhandlingadministrativepowermattersandpublicservicemattersaccordingtotheapplication

12、.“Thesystemforhandlinggovernmentservicesmeanstheinformationsystembuiltunderunifiedplanningorindependentlybygovernmentserviceagenciesthatisusedbygovernmentserviceagenciestoprovidegovernmentservices.本办法所称政务服务电子文件，是指政务服务机构在履行 职责过程中通过政务服务办理系统形成、办理、传输和存 储的数字格式的信息记录，由内容、结构、背景等组成。ForthepurposeoftheseMeasur

13、es,thetermelectronicdocumentsongovernmentservicesmeanstheinformationrecordsindigitalformatformed,handled,transmittedandstoredthroughthesystemforhandlinggovernmentservicesbygovernmentserviceagenciesinperformingtheirduties,whicharecomposedofcontents,structure,andbackground.本办法所称政务服务电子档案，是指具有凭证、查考价 值，对

14、国家以及社会具有保存价值，并归档保存的政务服 务电子文件。ForthepurposeoftheseMeasures,thetermttelectronicarchivesofgovernmentservices“meanselectronicdocumentsongovernmentservicesthathavethevalueofproofandinvestigationaswellasthepreservationvalueforacountryandsociety,andthatarearchivedandpreserved.Article 3 Thearchivingofelectr

15、onicdocumentsonandthemanagementofelectronicarchivesofgovernmentservicesshallfollowtheprinciplesofunifiedplanning,whole-processmanagement,standardization,efficientutilization,andsecurityandcontrollability.Article 4 Electronicdocumentsongovernmentserviceswithreliablesources,standardizedprocedures,andc

16、ompliantelementsmaybearchivedinelectronicformandtransferredtothearchivesadministration.Unlessotherwiseprovidedbylawsandadministrativeregulations,theyshallnolongerbearchivedandtransferredinpaperform.Electronicarchives,whichhavethesameeffectasarchivesoftraditionalcarriers,maybeusedasvouchersinelectronicform.Article 5 TheNationalArchivesAdministrationandtheGeneralOfficeoftheS
