5、发(2022)5号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：持续优化政务服务是便利企业和群众生产经营与办事创业、畅通国民经济循环、加快构建新发展格局的重要支撑，是建设人民满意的服务型政府、推进国家治理体系和治理能力现代化的内在要求。党的十八大以来，各地区各部门认真贯彻党中央、国务院决策部署，深入推进政务服务“一网、一门、一次”改革，积极探索创新审批服务便民化措施，全国一体化政务服务平台初步建成并发挥成效，政务服务水平大幅提升，营商环境显著改善，企业和CommunistPartyofChina(CPC),allregionsanddepartmentshaveconscienti

6、ouslyimplementedthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncil,furtheradvancedthereformofone-stoponlinegovernmentservicesatoneplace,andactivelyexploredandinnovatedthemeasuresforfacilitatingapprovalservices.Anationalintegratedgovernmentserviceplatformhasbeenpreliminarilyestabli

7、shedandplayeditspart,governmentserviceshavebeengreatlyimprovedandbusinessenvironmenthasbeensignificantlyenhanced,andthesenseofgainofenterprisesandthepeoplehavebeenconstantlyenhanced.Meanwhile,problemsstillexistindifferentdegrees,suchasinconsistentgovernmentservicestandards,lackofcoordinationbetweeno

8、nlineandofineservices,inadequatedatasharing,andimbalanceddevelopmentofregional,urban,andruralgovernmentservices.Thefollowingopinionsareherebyofferedinordertoacceleratethestandardization,regulation,andfacilitationofgovernmentservices,andbeltermeettheneedsofenterprisesandthepublic.I. Generalrequiremen

9、ts(1) Guidingthought.GuidedbytheXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe19thCPCNationalCongressandallpreviousplenarysessionsofthe19thCPCCentralCommitteeshallbefullyimplemented,and,inaccordancewiththedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCoun

10、cilandbasedonthenewdevelopmentstage,thenewdevelopmentphilosophyshallbeimplementedinacomplete,accurate,andcomprehensivemanner,anewdevelopment群众获得感不断增强。同时，政务服务标准不统一、线上线下服务不协同、数据共享不充分、区域和城乡政务服务发展不平衡等问题仍然不同程度存在。为加快推进政务服务标准化、规范化、便利化，更好满足企业和群众办事需求，现提出如下意见。一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的卜九大和十九届

11、历次全会精神，按照党中央、国务院决策部署，立足新发展阶段，完整、准确、全面贯彻新发展理念，构建新发展格局，加快转变政府职能、深化“放管服”改革、持续优化营商环境，加强跨层级、跨地域、跨系统、跨部门、跨业务协同管理和服务，充分发挥全国一体化政务服务平台“一网通办”支撑作用，进一步推进政务服务运行标准化、服务供给规范化、企业和群众办事便利化，有效服务生产要素自 由流动和畅通国民经济循环，更好满足人民日益增长的美 好生活需要，为推动高质量发展、创造高品质生活、推进 国家治理体系和治理能力现代化提供有力支撑。（二）基本原则。坚持党的领导。在党中央集中统一领导下，把党的领导贯 穿优化政务服务的全过程和各

12、方面，深入贯彻党中央、国 务院关于优化政务服务的决策部署，不断提升政务服务标 准化、规范化、便利化水平。patternshallbebuilt,thetransformationofgovernmentfunctionsshallbeaccelerated,thereformofsimplifyingprocedures,decentralizingpowers,combiningdecentralizationwithappropriatecontrol,andoptimizingservicesshallbefurthered,thebusinessenvironmentshallbeco

13、ntinuouslyoptimized,cross-level,cross-regional,cross-system,interdepartmental,andcross-businesscoordinatedmanagementandservicesshallbestrengthened,thesupportingroleofone-stoponlinegovernmentservicesofthenationalintegratedgovernmentserviceplatformshallbemaximized,thestandardizedoperationofgovernments

14、ervices,thestandardizationofservicesupply,andthefacilitationofhandlingofaffairsbyenterprisesandthepeopleshallbefurtherpromotedtoeffectivelyservethefreeflowofproductionfactorsandsmooththecirculationofthenationaleconomy,bettermeetthepeoplesgrowingneedsIbrabetterlife,andprovidestrongsupportforpromoting

15、high-qualitydevelopment,creatingahigh-qualitylife,andpromotingthemodernizationofthenationalgovernancesystemandgovernancecapacity.(2) Basicprinciples.AdheringtotheleadershipoftheParty.UnderthecentralizedandunifiedleadershipoftheCPCCentralCommittee,theleadershipoftheCPCshallbeadheredtothroughoutthewho
