9、lcivilizationandgreendevelopment.国务院办公厅2022年1月12日关于加快推进城镇环境基础设施建设的指导意见（国家发展改革委、生态环境部、住房城乡建设部、国家卫生健康委）环境基础设施是基础设施的重要组成部分，是深入打好污染防治攻坚战、改善生态环境质量、增进民生福祉的基础保障，是完善现代环境治理体系的重要支撑。为加快推进城镇环境基础设施建设，提升基础设施现代化水平，推动生态文明建设和绿色发展，按照党中央、国务院决策部署，根据中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要，现提出如下意见。一、总体要求I. 12、dressed,thelayoutshallbeoptimized,qualityshallbeimproved,thesupplyqualityandoperationefficiencyofurbanenvironmentalinfrastructureshallbecomprehensivelyenhanced,theintegrated,intelligent,andgreendevelopmentofenvironmentalinfrastructureshallbepromoted,anenvironmentalinfrastructurenetworkextendingfromc

13、itiestotownsandvillagesshallbegraduallyformed,thesynergiesinpollutionandcarbonreductionshallbepromoted,thecontinuousimprovementofecologicalandenvironmentalqualityshallbepromoted,andeffortsshallbemadetoachievethegoalofcarbonpeakandcarbonneutrality.(2) WorkprinciplesAdheringtosystemconcepts.Attentions

15、，构建新发展格局，推动高质量发展，深化体制机制改革创新，加快转变发展方式，着力补短板、强弱项，优布局、提品质，全面提高城镇环境基础设施供给质量和运行效率，推进环境基础设施一体化、智能化、绿色化发展，逐步形成由城市向建制镇和乡村延伸覆盖的环境基础设施网络，推动减污降碳协同增效，促进生态环境质量持续改善，助力实现碳达峰、碳中和目标。（二）工作原则。坚持系统观念。注重系统谋划、统筹推进，适度超前投资建设，提升城镇环境基础设施供给能力，推动共建共享、协同处置，以城带乡提高环境基础设施水平。disposalshallbepromoted,andenvironmentalinfrastructuresha
