4、heImplementationPlanfortheComprehensivePilotReforminShenzhentoBuildtheCityintoaPilotDemonstrationZoneforSocialismwithChinese国务院关于同意在深圳市暂时调整实施有关行政法规规定的批复（国函（2022）15号）广东省人民政府，国家发展改革委、司法部：你们关于在深圳市暂时调整实施有关行政法规规定的请示收悉。现批复如下：一、按照深圳建设中国特色社会主义先行示范区综合改革试点实施方案（20202025年），同意自即FI起Characteristics(2020-2025),theS

6、heRegulationonthePreventionandControlofGeologicalHazards(thecatalogueisattachedbelow)istemporarilyadjustedinShenzhenMunicipalityfromthedateofissuanceofthisNoticetoDecember3112025.II. TheappropriatedepartmentsoftheStateCouncil,thePeoplesGovernmentofGuangdongProvinceandtheShenzhenMunicipalPeoplesGover

7、nmentshall,accordingtotheaforesaidadjustments,accordinglyadjusttheapplicablerulesandregulatorydocumentsdevelopedbythesedepartmentsandthisProvince(Municipality)inatimelymanner,andestablishtheadministrationrulesmeetingtherequirementsofthepilotprogram.III. TheStateCouncilshalladjustthecontentofthisOffi

12、lbetemporarilyadjusted.FreetravelbyyachtinShenzhenMunicipality序号有关行政法规规定调整实施情况中华人民共和国海关暂时事务担保条例调整第五条第一款第二项适用当事人申请办理下列特中1定海关业务的，按照海华人关规定提供担保：民共和国（一）货物、物品暂时海关进出境的：事务中华人民共和国进出担保口关税条例条2第四十二条暂时进境例或者暂时出境的下列货第五物，在进境或者出境时条第纳税义务人向海关缴纳一款requiredbytheCustoms:(2)Temporarilytransportinggoodsorarticlesintooroutof

13、theterritoryofChina.shallbesubjecttothepolicyofexemptionfromguarantee.2RegulationofthePeople,sRepublicofChinaonImportandExportDutiesArticle42Where,foranyofthefollowinggoodsenteringorexitingChinatemporarily,theobligatorydutypayerpaysthecustomsofficeasumofcautionmoneyequivalenttothevalueofthedutiespay

14、ableor相当于应纳税款的保证第二金或者提供其他担保项和的，可以暂不缴纳关中税，并应当自进境或者华人出境之日起6个月内复民共运出境或者复运进境；和国需要延长复运出境或者进出复运进境期限的，纳税口关义务人应当根据海关总税条署的规定向海关办理延例期手续：第四（一）在展览会、交易十二会、会议及类似活动中条的展示或者使用的货物；有关（二）文化、体育交流规活动中使用的表演、比定，赛用品；对深（三）进行新闻报道或圳市者摄制电影、电视节目内游使用的仪器、设备及用艇自品；由行（四）开展科研、教实行学、医疗活动使用的仪免担器、设备及用品；保政（五）在本款第（一）项至第（四）项所列活动中使用的交通工具及策。pr
