4、ntee,andeffectivelyimprovedthehousingconditionsofpeoplewithurbanhouseholdregistrationwithdifficulties.However,therearestillrelativelyprominenthousingdifficultiesinnewcitizens,youngpeopleandothergroupsofpeople,anditisnecessarytoacceleratetheimprovementofthehousingguaranteesystem国务院办公厅关于加快发展保障性租赁住房的意见

5、(国办发(2021)22号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：近年来，各地区、各有关部门认真贯彻落实党中央、国务院决策部署，扎实推进住房保障工作，有效改善了城镇户籍困难群众住房条件，但新市民、青年人等群体住房困难问题仍然比较突出，需加快完善以公租房、保障性租赁住房和共有产权住房为主体的住房保障体系。经国务院同意，现就加快发展保障性租赁住房，促进解决好大城市住房突出问题，提出以下意见。一、指导思想dominatedbypublicrentalhousing,government-subsidizedrentalhousingandhousingwithcommonprope

7、，坚 持以人民为中心，坚持房子是用来住的、不是用来炒的定 位，突出住房的民生属性，扩大保障性租赁住房供给，缓 解住房租赁市场结构性供给不足，推动建立多主体供给、 多渠道保障、租购并举的住房制度，推进以人为核心的新 型城镇化，促进实现全体人民住有所居。二、基础制度UndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,thespiritofthe19thCPCNationalCongressandthesecond,third,fourthandfifthplenarySeSS沁nsoft

8、he19thCPCCentralCommitteeshallbethoroughlyimplemented,basedonthenewstageofdevelopment,thenewdevelopmentconceptandanewdevelopmentpatternshallbeimplemented,thepeople-centeredprincipleshallbeadherredto,theprinciplethathousingisforlivingin,notforspeculationshallbeupheld,theattributeofhousinginthepeoples

9、livelihoodshallbehighlighted,thesupplyofgovernment-subsidizedrentalhousingshallbeincreased,thestructuralshortageofsupplyintherentalhousingmarketshallbeeased,theestablishmentofahousingsystemfeaturingmulti-entitysupply,multi-channelsupport,andbothrentalandpurchaseshallbepromoted,new-typepeople-centere

10、durbanizationshallbeadvanced,andrealizationthatallpeoplehaveplacestoliveshallbepromoted.II. Basicsystem（一）明确对象标准。保障性租赁住房主要解决符合条件 的新市民、青年人等群体的住房困难问题，以建筑面积不 超过70平方米的小户型为主，租金低于同地段同品质市场 租赁住房租金，准入和退出的具体条件、小户型的具体面 积由城市人民政府按照保基本的原则合理确定。1. 11、ainlysolvesthehousingdifficultiesofqualifiednewcitizens,youngpeopleandothergroupsofpeople.Theyaremainlysmallapartmentswithabuildingareaofnotmorethan70squaremeters,andtherentislowerthanthatofrentalhousinginthemarketofthesamelocationandquality.Thespecificconditionsforentryandexitandthespecificareaofsm

12、allapartmentsshallbereasonablydeterminedbythemunicipalpeoplesgovernmentunderthebasicprincipleofguaranteeingthebasicneeds.（二）引导多方参与。保障性租赁住房由政府给予土地、 财税、金融等政策支持，充分发挥市场机制作用，引导多 主体投资、多渠道供给，坚持“谁投资、谁所有”，主要 利用集体经营性建设用地、企事业单位自有闲置土地、产 业园区配套用地和存量闲置房屋建设，适当利用新供应国 有建设用地建设，并合理配套商业服务设施。支持专业化 规模化住房租赁企业建设和运营管理保障性租赁住房

13、。（三）坚持供需匹配。城市人民政府要摸清保障性租赁住 房需求和存量土地、房屋资源情况，结合现有租赁住房供 求和品质状况，从实际出发，因城施策，采取新建、改 建、改造、租赁补贴和将政府的闲置住房用作保障性租赁2. 14、i-partyinvestmentandmulti-channelsupply,adheretotheprincipleof“whoeverinvestshastheownership/mainlyutilizecollectiveconstructionlandforbusinesspurposes,idlelandownedbyenterprisesandpublicinstitutions,supportinglandforindustrialparks,andidlestockhousing,appropriatelyutilizenewlysuppliedstate-ownedcon

15、structionland,andreasonablyprovidesupportingcommercialservicefacilities.Theconstructionofspecializedlarge-scalehousingrentalenterprisesandtheoperationandmanagementofgovernment-subsidizedrentalhousingshallbesupported.3. Insistingonmatchingofsupplyanddemand.Thepeoplesgovernmentsofcitiesshallgetaclearp

16、ictureofthedemandforgovement-subsidizedrentalhousing,thestocklandandhousingresources,takeintoaccountthesupply,demandandqualityofexistingrentalhousing,proceedfromtheactual住房等多种方式，切实增加供给，科学确定“十四五”保障性租赁住房建设目标和政策措施，制定年度建设计划，并向社会公布。（四）严格监督管理。城市人民政府要建立健全住房租赁 管理服务平台，加强对保障性租赁住房建设、出租和运营 管理的全过程监督，强化工程质量安全监管。保障性租赁 住房不得上市销售或变相销售，严禁以保障性租赁住房为 名违规经营或骗取优惠政策。（五）落实地方责任。城市人民政府对本地区发展保障性 租赁住房，促进解决新市民、青年人等群体住房困难问题 负主体责任。省级人民政府对本地区发展保障性租赁住房 工作负总责
