TheSeveralMeasuresforSupportingtheOpening-upandDevelopmentoftheCompleteOilandGasIndustryChainintheChina(Zhejiang)PilotFreeTradeZone(hereinafter国务院关于支持中国（浙江）自由贸易试验区油气全产业链开放发展若干措施的批复（国函（2020）32号）浙江省人民政府、商务部：你们关于支持中国（浙江）自由贸易试验区（以下简称浙江自贸试验区）油气全产业链开放发展若干措施的请示收悉。现批复如下：一、同意关

5、于支持中国（浙江）自由贸易试验区油气全产业链开放发展的若干措施（以下简称若干措施），请认真组织实施。referredasthetiSeveralMeasures)isherebyapprovedforyourearnestimplementation.II. ToimplementtheSeveralMeasures,XiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbetakenasguideline,thespiritofthe19thCPCNationalCongressandtheSecond,Thi

6、rdandFourthPlenarySessionsofthe19thCPCCentralCommitteeshallbecomprehensivelyimplemented,andthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncilshallbefollowed.Effortsshallbemadetofollowthegeneralprincipleofpursuingprogresswhileensuringstability,stayfirmtothenewconceptofdevelopment,a

7、ndremainsteadfasttohigh-qualitydevelopment.Thesupply-sidereformshallberegardedasthemaintask,andsystemintegrationandefficientcollaborationinthereformshallbestrengthened.Furthermore,opening-upanddevelopmentofthecompleteoilandgassupplychainshallbesupported,anopening-upstrategyshallbepursuedtoboostrefor

8、m,developmentandinnovation,soastobuildtheZhejiangPFTZintoanewhubofreformandopening-upinthenewera.III. ThePeoplesGovernmentofZhejiangProvinceshallassumePrimaryresponsibilities,refineandimprovethesupportingpolicies,implementmortasks,effectivelyfulfilltheresponsibilityofsupervisingtradersofoilproductsa

9、ndmarketoperations,sparenoeffortinriskpreventionandcontrol,andensurethatallpoliciesandmeasureswillbeputinplace.二、若干措施实施要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，按照党中央、国务院决策部署，坚持稳中求进工作总基调，坚持新发展理念，坚持高质量发展，以供给侧结构性改革为主线，加强改革系统集成、协同高效，推动油气全产业链开放发展，以开放促改革、促发展、促创新，把浙江自贸试验区建设成为新时代改革开放新高地。三、浙江省人民政府要承担主

10、体责任，细化完善配套政策，落实工作任务，切实履行对油品交易主体和市场运行情况的监督责任，以风险防控为底线，确保各项政策措施落到实处。IV. 14、0年3月26日附件关于支持中国（浙江）自由贸易试验区油气全产业链开放发展的若干措施建设中国（浙江）自由贸易试验区（以下简称浙江自贸试验区）是党中央、国务院作出的重大决策，是新时代推进改革开放的战略举措。党的十九大报告强调要赋予自贸试验区更大改革自主权。为贯彻落实党中央、国务院决策部署，发挥好自贸试验区改革开放试验田作用，支持浙江自贸试验区围绕战略定位深入开展差别化探索，加强改革系统集成、协同高效，推动油气全产业链开放发展，进一步提高建设质量，制定以下措施：Council,leveragingpilotfreetradezonesasexperimentalplotsofreformandope
