6、nprosperityanddevelopmentoftheChineseeconomyandtheworldeconomy.Tosteadilyadvancehigh-levelopening-upandmakinggreatereffortstoattractandutilizeforeigninvestment,theguidanceoftheXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEramustbeinsistedon,thenewdevelopmentconceptmustbeimplementedinac

7、omplete,accurateandcomprehensivemanner,thedomesticandinternationalsituationsmustbemoreeffectivelyplannedinanoverallmanner,amarket-oriented,law-based,andworld-classbusinessenvironmentshallbecreated,theadvantagesofChina,ssuper-largemarketmustbefullymaximized,foreigninvestmentsconfidenceindevelopmentin

9、n国务院办公厅2024年2月28日扎实推进高水平对外开放 更大力度吸引和利用外资 行动方案外商投资是参与中国式现 代化建设、推动中国经济 与世界经济共同繁荣发展 的重要力量。扎实推进高 水平对外开放、更大力度 吸引和利用外资，必须坚 持以习近平新时代中国特 色社会主义思想为指导， 完整、准确、全面贯彻新 发展理念，更好统筹国内 国际两个大局，营造市场 化、法治化、国际化一流 营商环境，充分发挥我国 超大规模市场优势，巩固 外资在华发展信心，提升 贸易投资合作质量和水 平。为贯彻落实党中央、 国务院决策部署，现制定 如下行动方案。一、扩大市场准入，提高 外商投资自由化水平(-)合理缩减外商 投资

10、准入负面清单。健全 外商投资准入前国民待遇 加负面清单管理制度，全2. Implementingthepilotprogramofrelaxingaccessforforeigninvestmentinthescientificandtechnologicalinnovationfield.Beijing,Shanghai,Guangdongandotherpilotfreetradezonesareallowedtoselectanumberofqualifiedforeign-fun

12、dedenterprisestoexpandthepilotprogramofopening-upinthefieldsofgeneticdiagnosisanddevelopmentandapplicationoftreatmenttechnologies.Moreeffectiveimplementationoftheopening-upmeasuresintheinformationservices(limitedtoAppstores)andotherfieldsinpilotfreetradezonesshallbesupported.4. Expandingaccessforfor

13、eign-fundedfinancialinstitutionsinthebankingandinsurancefield.Underthepremiseofensuringsafety,efficiencyandstability,qualifiedforeign-fundedinstitutionsshallbesupportedincarryingoutbankcardclearingbusinessaccordingtothelaw.Opening-upofcommercialpensioninsurance,healthinsuranceandotherindustriesshall

14、bedeepened,andqualifiedoverseasprofessionalinsuranceinstitutionsshallbesupportedininvestinginforformationoforholdingnon-controllingsharesofaninsuranceinstitution.面取消制造业领域外资准 入限制措施，持续推进电 信、医疗等领域扩大开 放。（二）开展放宽科技 创新领域外商投资准入试 点。允许北京、上海、广 东等自由贸易试验区选择 若干符合条件的外商投资 企业在基因诊断与治疗技 术开发和应用等领域进行 扩大开放试点。支持信息 服务（限于应用

15、商店）等 领域开放举措在自由贸易 试验区更好落地见效。（三）扩大银行保险 领域外资金融机构准入。 在保障安全、高效和稳定 的前提下，支持符合条件 的外资机构依法开展银行 卡清算业务Q深化商业养 老保险、健康保险等行业 开放，支持符合条件的境 外专业保险机构在境内投 资设立或参股保险机构。（四）拓展外资金融 机构参与国内债券市场业 务范围。优化外资金融机 构参与境内资本市场有关 程序，进一步便利外资金 融机构参与中国债券市 场。支持符合条件的外资 金融机构按规定参与境内5. 16、stoparticipateinthedomesticbondmarket.Therelevantproceduresforforeign-fundedfinancialinstitutionstoparticipateinthedomesticcapitalmarketshallbeoptimizedandtheirparticipationinChinasbondmarketshallbefurtherfacilitated.Qualifiedforeign-fundedfinancialinstitutionsshallbesupportedinparticipatingindomesticbondunderwritinginaccordancewiththeprovisions.Studyshallbeconductedtosteadilyurgemorequalifiedforeignb
